Changes to the Student Standard of Conduct
The four University of Missouri campuses recommended changes to the Student Standard of Conduct and the Rules of Procedures in Student Conduct Matters that were approved by the University of Missouri Board of Curators in July. These changes are to comply with the recently updated U.S. Department of Education Office of Civil Rights (OCR) Title IX standards for institutions of higher education regarding the handling of complaints of sexual harassment and sexual violence as well as to be more student-friendly and bring greater consistency to the process.
The Student Standard of Conduct outlines the minimal expectations of behavior for students of the University of Missouri. Modifications to the Standard of Conduct include specific identification of prohibited behaviors rather than relying on broad, generalized prohibitions. Amended standards pertain to threats of violence, nonconsensual sexual behavior, stalking, harassment, invasion of privacy, and participation in theft.
The Rules of Procedures in Student Conduct Matters have been amended to provide a complainant in nonconsensual sexual behavior cases with equal rights and opportunities to present and question witnesses, appeal the Student Conduct Committee’s decision and to require individuals appealing any decision to specify reasons in detail. Evidentiary standards have been explicitly stated as a preponderance of the evidence (more likely than not) standard rather than being implied.
