In Missouri, the Title I.C and Title III programs of the Every Student Succeeds Act (ESSA) of 2015 are under an ongoing reorganization as Migrant Education and English Language Learning (MELL). MELL is designed to use existing resources to better serve English learners and migrant students, prevent duplication of services and allow most Title I.C and Title III funds to reach districts with students in need. The main purpose of MELL is to build capacity in school districts as outlined in the Title I.C and Title III of the ESSA through quality services.
