District Continuous Improvement (DCI): Empowering Missouri Schools Since 2017
District Continuous Improvement (DCI) is a statewide initiative created through a partnership between DESE and MoEdu-SAIL. Since 2017, DCI has supported districts, educators, and students across Missouri with a single purpose: to improve outcomes for every learner.
The DCI Framework is a cohesive, interactive system designed to deliver exceptional results. It brings together:
- Content – practical DCI practices and resources
- Professional Development – coaching, training, and online learning
- Statewide Support – dedicated experts who walk alongside districts
Through this evidence-based, professional development approach, Missouri educators and administrators gain the tools, training, and individualized support they need to drive student success—especially for students with disabilities.

DCI-MTSS: “Literacy, behavior, and learning—working together for student success.”
The District Continuous Improvement Multi-Tiered System of Support (DCI-MTSS) is Missouri’s framework for improving literacy outcomes—especially for students with disabilities.
Through high-quality professional development, DCI-MTSS equips districts and schools to implement evidence-based academic and behavioral practices at both the district and building level. With a strong emphasis on literacy instruction within a multi-tiered system of support (MTSS), educators gain the tools to ensure every student succeeds, including students with disabilities.
DCI-MTSS integrates:
