300.020 Faculty Bylaws of the University of Missouri-Kansas City

B.  1.  Voting Eligibility — For purposes of campus- and University-wide elections, those individuals eligible to vote shall consist of all persons who hold regular academic appointments, either tenure track or tenured; non-tenure track (NTT) faculty, as defined in Chapter 340.070(E) of the Collected Rules and Regulations; and Librarians I, II, III and IV; provided, that any of the foregoing must be .75 FTE or greater and must hold an appointment of at least nine (9) months’ duration.  In addition, UMKC School of Medicine faculty who routinely oversee and participate in the instructional mission of the University are eligible to vote.  For the purpose of School or College elections, each School or College may grant the right to vote to additional individuals or may limit the right of any of the foregoing categories of individuals to vote pursuant to the rules of the School or College.

Domestic Partner Benefits policy

Dear Colleagues,

On March 16th, 2010 the UMKC Faculty Senate unanimously approved a resolution in support of benefits for domestic partners [Sense of the Senate Resolution-Domestic Partnerships].  It was reported at the April 19, 2011 Faculty Senate meeting that the IFC has taken on this issue as well.  The IFC was unanimous, save one to move forward on this issue.  Interim President Owens was reluctant initially to proceed on this topic but is not opposed to the IFC pursuing it.  Our Senate minutes state that a grassroots letter-writing campaign referring to our core values of diversity and nondiscrimination could be initiated and may be appropriate. 

In that regard, you will find the attached resolution written by and endorsed by the UMKC Faculty Senate in 2010.  The IFC members believe that this is such an important issue that it is willing to present the argument to the Board of Curators and request that it reconsiders its discriminatory policy against domestic partners.  It is imperative that the President and the Board of Curators hear that this issue is important to you and countless others in the state of Missouri. To show your support for addition of domestic partner benefits please do the following:

  1. Open the UMKC Faculty letter to Interim President Owens Word document [Owens], type your name at the bottom and email to boardofcurators@umsystem.edu.
  2. Forward this email and both attachments to as many people as you desire at all four MU campuses and any other concerned citizen of the state of Missouri.

May Election Results

Results of Voting Faculty Proposal Of 674 eligible voters, responses from 141 were obtained, yielding a 21% response rate. Of the 141 votes, 126 (89%) support the  ByLaw change. Thus, the motion passes. The approved definition of Voting Faculty for the Collected Rules and Regulations [Chapter 300.020.B(1)] isFor the purposes of campus-and university-wide elections, voting faculty of UMKC shall consist of all benefit-eligible ranked faculty.  For the purpose of unit elections, the faculty of each unit shall develop their own rules, identifying eligible parties.  A unit whose Key ranked full time (.75FTE or greater) faculty members who routinely oversee and participate in the instructional mission of the University but who are not directly paid by UMKC may submit alternative criteria to determine voting faculty for campus and university-wide elections in that respective unit.  These alternative criteria determined by the faculty within their academic division must be approved by the Faculty Senate at least six weeks before any announced vote.  

Results of the IFC Election

Of the 674 eligible voters, responses were received from 95 voters, providing a 14% response rate. Of these, Nancy Stancel received 65 (68%) votes, and Kenneth S. Schmitz received 30 (32%) votes. Thus, Nancy Stancel won the election.
